The 2025 DRAFT Consolidated Annual Performance Evaluation Report
The 2025 Draft Consolidated Annual Performance Evaluation Report is now available for review. This report is an annual report required by the U.S. Department of Housing and Urban Development (HUD) that documents the City’s progress and accomplishments during the 2025 program year. This report allows residents to see how the city planned to use and invested federal entitlement funding into communities across Houston and the results achieved.

The City of Houston Housing and Community Development Department (HCD) offers programs designed to expand pathways to homeownership and equip homebuyers, realtors, and lenders with the knowledge and support they need to succeed.
Through our Homebuyer Assistance Program, we offer free quarterly virtual training sessions for residents, real estate professionals, and lending partners. These sessions are crafted to deliver practical guidance, valuable tools, and essential insights that support participants at every stage of the homebuying journey.
Each training is designed to reinforce core concepts, clarify key processes, and connect you with resources that help make the path to homeownership clear, informed, and achievable.
