Department of Neighborhoods
Making Government More Accessible
The Department of Neighborhoods has six divisions that make it easier for residents to participate in government and engage on a neighborhood and citywide level. We create positive change working in collaboration with communities and connecting residents to programs and services which solve problems.
The Inspections and Public Service Division of the Department of Neighborhoods has moved to the Houston Public Works Department and is now called Community Code Enforcement. This change streamlines the inspections process to help keep neighborhoods safe, clean, and vibrant, and better serve Houstonians. About the Director

Director Herbert Sims was appointed by Mayor John Whitmire in April 2024. He has worked for the city for over two decades in the Mayor’s Office and the Department of Neighborhoods.
