Contract Compliance
The Contract Compliance division is mandated by the City Code of Ordinances: Chapter 15, Articles II and V and Code of Federal Regulations Title 49, Part 23 and Part 26. The primary responsibilities of the Contract Compliance division include:
- Monitoring utilization and payments to MWSBEs and DBEs on goal-oriented construction, professional services, and goods & services contracts
- Monitoring prevailing wage and fair labor standards laws through auditing payrolls and other contractor documents, on-site visits, and interviews with construction workers
- Administering and enforcing the Contractor Employee Classification Ordinance
- Monitoring construction contracts to ensure full compliance with Equal Employment Opportunity (EEO) laws
- Investigating affidavits from workers alleging wage under payments
The Contract Compliance division is present at all pre-construction conferences and meetings for construction and goal-oriented contracts to explain the compliance guidelines to contractors and answer compliance-related questions. The Division collaborates with City departments in the final evaluation of all City contracts.
