Who We Are
The People & Client Services (PCS) Division brings together integrated teams that support every stage of the employee lifecycle. Through six core service areas— PCS Administration, Acquisition Intake, Executive Recruitment, Client Relations Management (CRM), PCS Quality & Compliance, and Consolidated Public Safety HR Operations—PCS delivers coordinated, high‑quality HR services to candidates, employees, and departments. The Division operates through an Integrated HR Cluster Model, where each Client Relations Manager leads a unified team of Talent Acquisition and Shared Services professionals to provide aligned, timely, and seamless support. PCS strengthens workforce readiness, enhances service consistency, and ensures operational excellence across the organization.

PCS Administration
PCS Administration serves as the strategic and operational backbone of the division, providing executive-level oversight and driving innovation across all PCS functions. This section leads the division’s Marketing & Communications efforts to strengthen internal and external messaging, elevate PCS’s professional brand, and enhance coordination with departments and candidates through clear, consistent communication. PCS Administration also oversees Data Insights & Dashboards, developing the analytics, metrics, and performance tools that guide decision-making, monitor workflows, track hiring and service delivery KPIs—including Turning the Curve metrics—and identify opportunities for continuous improvement. Together, these capabilities ensure that PCS operates as a modern, data-driven, and highly coordinated HR service division.

Acquisition Intake
Responsible for building, managing, and enhancing talent pipeline programs citywide, including Grow Your Own Workforce, CASEY Fire Ops, and the Summer Jobs Program. The team ensures efficient administration of the HR Centralized Drug Testing Program and Employment Verifications to keep hiring processes timely and compliant.
Acquisition Intake also oversees the HR Help Desk for candidate support and manages the HR New Employee Experience, ensuring a seamless Day‑One process that includes preboarding, HITS equipment distribution, GSD badge issuance, and New Employee Orientation.
Executive Recruitment
Leads citywide efforts to attract, source, and hire top executive-level talent. Core responsibilities include proactive outreach and sourcing strategies such as networking events, professional association engagement, industry conferences, and community partnerships. The team executes targeted passive-candidate sourcing, maintains detailed tracking of all executive requisitions, manages pipeline health, and identifies barriers to progress. In addition, the team builds and sustains external partnerships that strengthen overall PCS recruitment efforts. The team serves as the primary talent acquisition partner for MYR, CNL, CTR, City Secretary, LGL, MCD, and OBO, ensuring that each department receives specialized, high-touch hiring support.
Client Relations Management
Delivers strategic HR advisory services to departmental leaders, ensuring timely, value-added, and business-aligned support. As the relationship managers for City departments, the team coordinates and oversees a wide range of HR services, policies, programs, and initiatives to meet workforce needs. By aligning HR strategies with departmental goals, Client Relations Management strengthens organizational effectiveness, supports talent acquisition and retention, and helps departments build and maintain a high-performing workforce. Each CRM is supported by an integrated team of Senior Talent Acquisition Specialists and Senior HR Generalists (Shared Services), all working in coordinated partnership.
PCS Quality & Compliance
Serves as the Citywide Shared Services core team responsible for ensuring the accuracy, consistency, and compliance of personnel actions across all departments. The team oversees the initiation and review of citywide personnel transactions, centralized administration of HR FMLA and Prenatal Parental and Infant Wellness (PPI), and quality control for Employee Central and OnBase actions. Through strong adherence to SOPs, policy compliance, and continuous process improvement, the team drives operational efficiency, reduces errors, and safeguards HR data integrity citywide.
Consolidated Public Safety HR Operations
Provides unified, high-volume HR support for the City's public safety workforce by centralizing and streamlining HR services for both HPD and HFD.
